Organization
Wapiti Neighbors is organized as a C-Corporation in the State of Oregon for management of the common property and associated requirements. We have Articles of Incorporation, a Declaration of Covenants and Conditions, Bylaws, and an elected Board of Directors.
- "Common Property" refers to the shared road Wapiti Lane, the share well, and any future equipment or buildings shared by the owners and therefore, managed by the Corporation.
- There are 13 members of Wapiti Neighbors, one member for each of the 13 lots. Membership in connected to, and may not be separated from, ownership of any Lot. Transfer of ownership of a lot automatically transfers membership.
- Each lot shall be entitled to one lot owner vote on all membership matters.
- Maintenance, repair, and costs associated with such maintenance and repair of Wapiti Lane and the related access easement shall be the shared responsibility of each Owner.
- The budget shall be presented to the members at the annual meeting and may be amended by a majority of the votes held by the members. Assessments must be apportioned at a uniform rate for all Lots. Budget reports are available upon request to the Board Treasurer.
- Lot owners agree to pay regular assessments to cover the cost of operations for the Corporation. Annual assessments are mailed out by January 15th and are due by March 31st.
- An annual meeting of Wapiti Neighbors Corporation will be held in either June or July, as determined by the Board of Directors. All members should attend either in person or via video conference.
Covenants & Bylaws
Wapiti Neighbors is not here to manage how lot owners use their land. We respect the rights of lot owners. As such, the members agreed to the Covenants listed below and the Board of Directors enacted Bylaws for the operations of the Corporation following these guidelines.
- Each Owner shall be responsible for ensuring their lot’s power, telephone, and water services are buried underground. Owners shall ensure that installation of these utility services is performed in accordance with county and local regulations.
- Each owner is responsible for installing a water meter for their lot before drawing water from the shared well.
- No lot owner may dig a well for their specific lot that could potentially draw from the same aquifer as the shared well without first obtaining, and submitting, a community impact statement from the state, and obtaining written unanimous approval of all other Wapiti Neighbors members.
- Wapiti Neighbors land area is zoned Forest Residential (FR) which, according to Umatilla Development Code, is "intended to provide medium size acreages within recreation-residential designated areas".
- All uses, occupancy, construction, and other activities conducted on any lot, including but not limited to the keeping of animals, horses, and livestock, timber harvesting, and hunting and harassment of wildlife, shall conform with and be subject to applicable laws, zoning ordinances, use restrictions, setback requirements, construction codes, building codes, and all other regulations imposed by all local, state, and federal authorities.
